Aims
The Survey aims to collect information from four stakeholder groups, i.e. school heads/deputy heads, primary school curriculum leaders (PSCLs), teachers, and students, with the following objectives:

Introduction:
- CEELT was commissioned by the Education Bureau (EDB) of the Government of the Hong Kong Special Administrative Region (the Government) to conduct a survey in the 2014/15 school year to continue to monitor the progress on whole-school curriculum planning, learning and teaching, student learning, how the changes are managed by schools, as well as to examine the issue of students' knowledge base in light of the interface with new developments in the primary curriculum.
Aims
The Survey aims to collect information from four stakeholder groups, i.e. school heads/deputy heads, primary school curriculum leaders (PSCLs), teachers, and students, with the following objectives:
- To understand how the schools have progressed in deepening the curriculum development and how are schools implementing the Basic Education Curriculum Guide (BECG) 2002 (i.e. curriculum planning and management, learning, teaching and assessment)
- To compare and contrast the findings of the Curriculum Survey 2011 on items like seven learning goals, implementation of Moral and Civic/National Education and Assessment
- To understand the baseline implementation of school-based curriculum in the new phase of curriculum development Learning to Learn 2.0 and how schools can have better planning and implementation, as well as the impact on the following issues:
- the changing school environment, e.g. Non-Chinese speaking students (NCS), cross-boundary students (CBS), new-arrival students (NAS) and students with Special Educational Needs (SEN) are increasing
- the fine tuning policy of Territory-wide System Assessment (TSA)
- the revised homework guidelines
- the new recommendations for school based curriculum development
- the introduction of the Fourth Strategy on IT in Education Policy in 2014
- the implementation of values education including Moral, Civic and National Education, Basic Law education, etc.
- To explore the impact of student learning of two key learning stages, including lower and upper primary levels
- To inform the support to schools, and identify issues and concerns of schools during the implementation of the new phase of "Learning to Learn 2.0"
