Introduction
- The Quality Education Fund (QEF) was established in January 1998 to grant funding for projects initiated by the education sector for the promotion of quality education in Hong Kong.
- There are a considerable number of QEF projects on English Language (Primary) (ELP) covering areas such as “English reading scheme”, “Phonics” and “English e-learning and learning platform” which have generated various deliverables such as teaching packages, DVDs, CD-ROMs, handbooks and guidelines. These deliverables contain exemplars of good teaching and learning practices worthy of dissemination.
- CEELT was commissioned by the QEF to identify success factors from these quality ELP projects for wider and more effective dissemination.

Project scope
- Studying selected ELP projects funded by the QEF
- Selecting worthwhile project outcomes, deliverables, exemplars for further research and development with reference to the well-established criteria and research framework and methodology
- Interviewing project leaders concerned whenever necessary
- Conducting research and development work on the selected project deliverables and producing a resource package for teachers with guiding principles, good practices, exemplars, teaching resources and user guide, etc.
- Making recommendations to the QEF on the setting up a QEF Thematic Network (QTN) on the theme of ELP
- Conducting one seminar to disseminate the good practices and exemplars consolidated and developed from the QEF projects concerned
